One of my assignments for a class at my university was to write a sermon on a chapter in Isaiah. The university's library has a large section of commentaries exclusively on Isaiah. I agonized for hours as I read many commentaries. Few if any of them satisfactorily dealt with even a little of the difficult imagery in my passage. When I read Jennings I realized my search was over because Jennings substantially dealt with all of my questions.
This commentary brings the technical discussion down to the level to a layman. I highly recommend for anyone from the layman to the pastor.
One other critical thing. Jennings is a conservative theologian. He advocates the unity of Isaiah. In the foreword Arno Gabelein praises Jennings for his scholarly efforts in accurately interpreting Isaiah. (If you don't know who Gabelein is, look him up. He was a leader in the early fundamental movement and edited a magazine entitled "Our Hope")
Overall I believe that this book would be one of the crowning jewels in anyone's collection of commentaries on Isaiah.
